Content: This saying hits a new theme thus far, which is reminiscent of the Course's theme that the ego system is "foolproof but not God proof" (c.f. ACIM:T-5.VI.10.6) in other words the ego's system for all it's apparent logic rests on a faulty premise, and is therefore ultimately shaky. Truth on the other hand is true and rests on a firm foundation, the proverbial rock, (here: a "high hill"), and truth is evidently solid as hell, and in essence hidden in plain sight. There is no room for doubt if you really give it an honest look.
